It's an animated hair that becomes wet after being in contact with either Linden water or special scripted water. (You can find a water kit free right next to the Drip hair at Sirena's.)

It's so fun! Definitely something to see if you go in and out of the water a lot, it lends a fun "realistic" feel to splashing about. The demo in the shop is quite fun as well and lets you test out the wet/dry effect.
